Eduardo Magrani ist Post Doc an der Professur Law, Science and Technology am MCTS. Er ist brasilianischer Rechtsanwalt mit einem Masterabschluss und PhD in Rechtswissenschaften und Senior Lecturer für Recht & Technologie und Geistiges Eigentum an Universitäten in Brasilien und im Ausland. Magrani ist Mitglied des Berkman-Klein-Zentrums für Internet & Gesellschaft an der Harvard Universität und Präsident des Nationalen Instituts für Datenschutz in Brasilien.

Zuvor war Eduardo Magrani Koordinator des Instituts für Internet und Gesellschaft in Rio de Janeiro (ITS Rio) und Projektleiter am Center for Technology & Society der FGV Law School (CTS-FGV). Magrani war Mitentwickler der ersten umfassenden Gesetzgebung über das Internet Brasiliens, der brasilianischen Internet-Grundrechtecharta („Marco Civil da Internet“). In Deutschland war er Senior Fellow bei der Konrad-Adenauer-Stiftung (KAS) im Team für Globale Innovationspolitik, Digitalisierung und künstliche Intelligenz der Abteilung Europäische und Internationale Zusammenarbeit und Fellow am Alexander-von-Humboldt-Institut für Internet und Gesellschaft (HIIG).
